I think what happens is based on the "Windows Key Opens Secondary Start Menu" setting. Every now and again the Start menu opens on the wrong (secondary I think) monitor. I had three monitors, I've cut to two for reasons (whiplash) but I still have the issue. I think I have been having the same problem.
